PLUGIN: ping plugin

Let users register their way of being pinged when not on IRC.

Forexample:

command: larsemil: !pingregister twitter @emomilol response: larsemil you are now registered for ping via twitter.

!ping larsemil larsemil will be pinged on twitter

other methods could be: sms mail www(for custom stuff)
